US Government Fiscal Year Ends Sept. 30th 2024

From October 1, 2023, the fiscal  budget year of 2024 started and it will end September 30th 2024.
According to the U. S. Senate Committee On The Budget, 

" The fiscal year is the accounting period of the federal government. It begins on October 1 and ends on September 30 of the next calendar year. Each fiscal year is identified by the calendar year in which it ends and commonly is referred to as “FY.” For example, FY2011 began October 1, 2010, and ends September 30, 2011."


Question:  When you hear on the media or news that Congress is about to shut down the US Government, should you panic?

Answer:    No.

There is no
federal budget timeline.

The US National Science Foundation gives an example of  how the  Federal Budgeting and Appropriations Process works:

July–February: Executive branch process

Formation of the president's budget

The president's annual budget request is compiled by the White House Office of Management and Budget (OMB) for the upcoming Fiscal Year, which begins on October 1.

Starting in July of the previous calendar year, OMB gives guidance to federal agencies about levels of funding and priorities. Agencies work within those guidelines to structure a budget proposal. OMB makes final decisions about the agencies' proposed budgets.

Submission of the president's budget to Congress

The president submits a detailed budget request to Congress on or around the first Monday in February.


March–June: Legislative process

House and Senate budgets

The House and Senate develop their own budget resolutions to set spending levels, which often deviate from each other as well as from the president's request.

These resolutions are not signed into law.

Appropriations bills

The House and Senate appropriations committees, through their 12 subcommittees, hold hearings to examine the budget requests and needs of federal spending programs.

The House and Senate then produce their own appropriations bills to fund the federal government. These bills are "marked up" (amended as needed) and approved by the appropriations committees.

July–October: Congress finalizes spending levels

Floor consideration

After approval by the appropriations committees, the bills head to the House and Senate floors where they may be further amended and eventually passed.

Most times, the bills passed by House and Senate differ in some significant ways and must be reconciled.

Final passage

Once a final bill has been negotiated between the two chambers, it must then pass the House and Senate and be signed by the president.

If Congress cannot agree on new funding levels before Oct. 1, a continuing resolution is required.

Mrs. Lilla Mae Arnold

Lilla Mae Strong Arnold was born November 9, 1928, on a beautiful autumn day in Newnan, Georgia, where she attended public school. She gave her life to Christ early and attended Mount Vernon Baptist Church.

Her parents passed early, and she was primarily cared for by her maternal grandmother. By the grace of God, Mamie Parks, one of her elementary school teachers, raised Emma Elder, a classmate, and her in her home as “sisters” until she left to attend Spelman College.

After Lilla graduated from Spelman College in 1954 with a BS in Early Elementary Education, she began teaching elementary school in Newnan, Georgia. Soon afterwards, she met the love of her life, Glenn Artis Arnold, and they were married in 1958. A son and daughter blessed this union - Glenn Sherrod Arnold and Neeka Boncha Arnold.

When their children were less than five years old, the family moved to Atlanta, Georgia, where Glenn and Lilla both taught in the Atlanta Public School System. Lilla spent most of her career at the Dunbar Elementary School, teaching preschool through second grade. During her tenure, she developed and managed two preschool programs that served hundreds of students and involved dozens of teachers. Her students and faculty were so disciplined and effective that the school received national recognition, leading to a visit from First Lady Barbara Bush. Villa led a life of meaningful impact.

There are many students that recount their love of education because of Lilla. She also mentored along the way. Later in her career, Lilla earned her MS in Education at Georgia State University as a result of her love for learning and pedagogy.

Only her love for her grandchildren exceeded her love for education and the development of her students. She and Glenn lovingly hosted their grandchildren over many summers. Those summers were filled with much love, joy, and learning. Lilla regularly held summer school sessions with her grandchildren, helping to propel them to successful academic careers.

Lilla was an active member of her church fellowship and the Spelman College Alumni Association. She was quite proud of her support of the next generation of women scholars and leaders through her many donations to Spelman.

Lilla was devout woman who loved the Lord and his Word. She posted her favorite scriptures all around her home and could be found often in prayer on her knees at night. Although she was a person of small physical stature and woman of few words, when she spoke, she spoke with clarity and conviction. A confidently authentic woman, she walked in integrity. She felt that her word was her bond and, she always stood behind it. As a result, she lifted many of us who knew her to greater heights and achievements. Her love and compassion were communicated through service and actions. She often quietly helped those around her in need.

Lilla leaves to cherish her memories: her son Glenn Arnold (wife: Jacquie), her daughter Neeka Arnold (fiancé: Julius Alexander), her grandchildren: Paul (wife: Samantha), Angela, Bryan, and Traci Arnold and great grandchildren: Evangeline Arnold and Azariah Arnold. Tohnita Florence, former student/”adopted” daughter. Laura Evans, friend and neighbor for 60 years and Maceso Evans, god son. Faithful caregiver Gail Sims. A host of nieces, nephews, extended family, and friends also cherish her memory.

Apalachee High School Tragedy (09/04/2024)

Our prayers of mental , physical & spiritual healing goes out to the ( 9 ) people injured ,as well as, all Barrow County involved at the school in some form.

On Wednesday Morning,  9/04/2024 at a School called Apalachee High School located near Winder Georgia in the county of Barrow, the death of 4 people occurred with 9 other people injured.  Perhaps, this Tragedy will be forgotten by many people.  But not by the Students, Teachers, Faculty, Staff,  Parents and Families of Barrow County, Georgia.

According to
National Institute of Mental Health, it is natural to feel afraid during and after a traumatic situation. Fear is a part of the body’s “fight-or-flight” response, which helps us avoid or respond to potential danger. People may experience a range of reactions after trauma, and most will recover from their symptoms over time. Those who continue to experience symptoms may be diagnosed with post-traumatic stress disorder (PTSD).

1) We should all realize in modern times, that surreal times of death is more frequently viewed daily through advanced telecommunications

2)  Gun violence has become a reality.

3)  Mental Illness of any kind can not be ignored or forgotten.

It is time that the United States of America developed  Mental Health Team of 1st Responders.

Congressman John Robert Lewis Statue Dedication Dekalb County Georgia Courthouse

On Saturday, August 24th 2024.  I witness the Congressman John Robert Lewis Statue Dedication before the Dekalb County Georgia Courthouse.  I rode the MARTA Train with my bicycle in tow to the Decatur MARTA Train Station.   Then, walked with my bike out of the under ground station to the area of the Courthouse above it to watch what I call a historic moment in our time.

The crowd of people were large in number and the security was tight.  There were volunteers on duty passing out water.


Congressman John Robert Lewis served in the United States House of Representatives for Georgia's 5th congressional district from 1987 until his death in 2020.  I am glad that I had the chance to meet with him growing up as a young college student. I am glad that I paid my respects at his memorial service in the State of Georgia Capital Rotunda.

Get into some good trouble & go exercise your right to vote in the United States of America.

The Dusk of a Tragedy & it's Reality of PTSD

C. Henry Adams would like to extend his condolences to the Family of Nathaniel T. Cope, 31, of Hiram, Georgia who passed away. Prayers of healing goes out to the other driver and all people who witness this accident.

On Thursday, July 26th 2024,  I decided to take a walk to a local store called, " Dollar General " from the Subdivision.  While walking down this road toward an intersection, I heard a sound like that of a " boom " or collision.  Then, looking down the road as I approach the point at which two things intersect...  There with others, I witness in the dusk of the day, a tragedy which resulted in the death of a motorcyclist.

Post-traumatic stress disorder (PTSD) is a mental health condition that's triggered by a terrifying event — either experiencing it or witnessing it. Symptoms may include flashbacks, nightmares and severe anxiety, as well as uncontrollable thoughts about the event.

The death of the motorcyclist occurred minutes prior to myself appearing in the Dollar General store. I took a picture of the receipt to show as proof that I was near that area.

I share this experience and ordeal in an attempt to help heal myself and others who could possibly relate to experiencing Post-traumatic stress disorder (PTSD). Why?  Well, I know now that it is important to try & do these things:

1)  Stop thinking negative thoughts about yourself, other people in the World when you encounter a surreal event that could likely cause Post-traumatic stress disorder (PTSD).
2)  Have hope for the your future & other people futures.
3)  Talk to a close friend, close family member & or licensed mental health professional or Doctor.
4)  The surreal event will likely place you into shock;  keep moving forward literally and figuratively.

Shock is a critical condition brought on by the sudden drop in blood flow through the body. Shock may result from trauma, heatstroke, blood loss or an allergic reaction. It also may result from severe infection, poisoning, severe burns or other causes.

Shock keeps organs from getting enough blood or oxygen. If shock is not treated, it can lead to permanent organ damage or even death.

UPDATE  7/28/24  10:08 EST:

After further thought, I realize that a number of people pass through that intersection and likely witness that incident which could have caused Post-traumatic stress disorder (PTSD).  Perhaps,  it is time that the United States of America developed a Mental Health Team of 1st Responders.

Hey C. Henry! I thought you said that you were Homeless?

My Reply to the question asked...

Overcoming homelessness is a task in itself.  I can only speak for myself, reference information and places to seek help.  But, in all of your doing, may I suggest that you put God 1st through prayer.

Don't believe in God, huh?   Well, I can not fault you for what you do not believe in.

May I suggest that you consider thinking positive.  For instance, think that life will be better for yourself & family, if they share homelessness with you.

Do not give up, give in or give out on LIFE.    

Encourage and develop ' Plans of Actions '  in your mind 1st, then implement them in your life.

Examples of creating a plan of action if you are living outside:

1)  (Plan A)  Identify your belongings and keep them close to yourself. 

Example of belongings: 

* Social Security Card

* Driver's License - (Up to Date or Expired)

* Military ID Tag  

* DD214 

* Library Card - (Up to Date or Expired)

2)  (Plan B)  Seek a place to stay for a short period of time to seek help from homelessness. Make up in your mind that staying there is not the answer for long periods of time. 

3)  (Plan C) Seek or go find a job to work.  It is just a step to doing better in life.

4)  (Plan D) Do you drink alcohol or do drugs to get high? If you stated, yes - seek help to control or better yet stop the usage.   Sometimes attending a religious organization or community group could help.

5)  (Plan E) How do you feel?  Examine yourself and then consider asking a close friend or family member that you trust to tell you about you?  If you need help, seek a licensed medical or psychology professional to help you.

6)  (Plan F)  Dream the impossible dream & live. Sometimes, it is good to keep your dreams written down and quietly away from other people eyes.  Do this with Plan A, Plan B, Plan C, Plan D, Plan E, & Plan F.

It is with great sadness that we announce to the Latin American World, the passing of Rafael Ortega Melendez.   As an American Citizen from Puerto Rico, he served in the United States Army during the Vietnam War. From 1965 until his death due to illness, he shared his love for the Hispanic Community and the African American People in Atlanta, Georgia.  He is best known for being a Business Owner, a Mentor, a Father, a Great Host & Friend.   We say, adios Mr. Ortega until we meet again.

Con gran tristeza anunciamos al mundo latinoamericano el fallecimiento de Rafael Ortega Meléndez. Ciudadano Americano de Puerto Rico quien sirvió en el Ejército de los Estados Unidos durante la Guerra de Vietnam.

Desde 1965 hasta su muerte por enfermedad, compartió su amor por la Comunidad Hispana y el Pueblo Afroamericano en Atlanta, Georgia. El señor Ortega, fue conocido como hombre de negocios, un buen mentor, buen padre, un gran anfitrión y amigo.

As the Sunsets, John Leland McCrae is in the West

When talking of this Brother,  I am thankful for his guidance as a Man,  a US Marine, a Mason and Christian. There are many definitions of the word 'secret'. The one that stands out in my mind regarding this Mentor's Guidance is this... " a valid but not commonly known or recognized method of achieving or maintaining something. "  ("the secret of a happy marriage is compromise").

God said , "Be fruitful and multiple." Brother John McCrae is a Husband, Father, Grandfather, & Great Grandfather. "  He has managed many gardens or landscapes in his lifetime.  He has actually fed many people literally in his lifetime.  Liken there was a time in Albany, Georgia, whereas, drove a convoy of people from Dekalb County, Georgia to a neighborhood in Albany, Georgia to set up a massive grill to feed  neighbors, first responders and many people alike.

Well done thy good and faithful servant.  We will see you again.  May God bless you at rest.  May God bless your wife, son, daughters, grand children, great grand children, extended family and friends.

The Significance of James Oglethorpe, Father of Georgia prior to the American Revolutionary War

On Wednesday, February 14th 2024, I had the opportunity to visit Oglethorpe University with a business colleague - ( Dr. Elie Kabwende) to hear the lecture of Dekalb County CEO, Michael L. Thurmond.  On this date, Oglethorpe University presented Oglethorpe Day.



"Oglethorpe Day honors our university's namesake, James Edward Oglethorpe. Held in February, Oglethorpe Day commemorates the anniversary of General Oglethorpe's arrival in the new world in Savannah, Ga. Each year the festivities begin with the exciting Petrels of Fire race."

Through Michael L. Thurmond years of research, he uncovers that Oglethorpe's evolution from slave trader to abolitionist was possibly influenced by his relationships with two black men; Ayuba Suleiman Diallo and Olaudah Equiano. 

Dekalb County CEO, Michael L. Thurmond is a politician, attorney, author, historian, husband and father. His experience extends throughout his life from Paine College, the University of South Carolina School of Law, the Georgia General Assembly to the Labor Commissioner of Georgia and now the the Chief Executive Officer of DeKalb County, Georgia.

It was an enlightening surprise to learn about the Founder of Georgia - James Oglethorpe.

Hey, I'm Homeless - Why Discriminate Against Me?

In June of 2023,  I was working for Briggs and Stratton - Advanced Battery Manufacturing, when I decided to make one of those life changing decisions and retire.  Perhaps, to some people, my decision was irrational and a bit mentally ill.  After all, who in their right mind would leave a $38,000.00 USD a year job (Not a Career)  to pursue an American Dream to be a business owner?  To some people, the thought, the action, the re-action and counter moves that one will experience could be considered insane.

But, what if your Plan A  (Adams Henry Christopher Contracting, LLC ) did not quite work after making the above decision?

Then, your Plan B  ( CHAAS, LLC ) did not quite work as well.

Then,  Plan C  ( Global Relief and Rescue Community, Inc ) did not quite work .

Then,  Plan D  ( HASPS ) did not quite work.

Finally, Plan E  ( Neighbors Nephew Landscaping Services LLC ) did not quite work, too.

So, what do one do?

If , the late Marion Lewis Adams, Sr. was alive; he would have advised myself to take what did work to form a business plan to resolve the solution.


Sometimes, this task is not easy to accomplish.  Fore, it might require one to truly humble themselves.

Although past research has shown that identifying with multiple groups can buffer against the negative consequences of discrimination on well-being, it remains to be seen whether such strategies protect well-being of people who are homeless. "

Therefore, the only way that I could learn to better myself was to merely humble myself.

I put aside the pride to accept prayers and  have truly tried for two years to learn unconditional love.

Hey, I'm homeless.  So, why discriminate against me when I get hungry?  So, why discriminate against me when I have no place of my own to sleep?  So, why discriminate against me when I have no job paying me enough to sustain above $14,580 or https://www.healthcare.gov/glossary/federal-poverty-level-fpl/  ?

Sometimes, to understand people, things or even situations, one would have to experience them.

Just a thought.  Should you tell a lie?  In my professional opinion, the answer is NO. It is said that former U.S. President (Donald Trump) incited a riot when he got many people to believe a lie.

Why?  Likely, because he did not accept the fact he lost a federal election to be the U.S. President, a second term.  He did not own up to his mistakes.  Own up means admit or confess.

On Sunday, January 14th 2024, District Attorney Fani Willis of Fulton County in the State of Georgia
own up to the fact that she was not perfect.  She gave a speech based on a letter she wrote to God.  She shared it with the congregation at  Big Bethel AME Church in Atlanta, Georgia.

Own Up to Your Mistakes!

Counteracting Identity Theft Was Our Start, What Now?

It's Saturday January 6th 2024,  in the south eastern part of the United States of America, where I am currently located; Winter started December 21st 2023 and is scheduled to run through March 24th 2024.

I can hear in my mind someone saying,  ' OK, thanks I could have asked my AI (artificial intelligence) machine that question, like you did C. Henry Adams. '

Well today in technology, fake Data or Synthetic Data is one of two topics of discussion.  The other is FinCEN and the U. S. Treasury Department tracking your business money.

Which is leading us here at C. Henry Adams Blogs to diversification and after 15 years of trying to write something that was suppose to be entertaining, yet very educational.

Perhaps, counteracting Identity Theft should lead to the diversification of various types of  Blog Writers in Technology &  Beyond!  With additional bloggers performing these tasks on C. Henry Adams Blogs, that would be a great idea in 2024.   If you are interested in this challenge...

Trust ( Faith), Expectation (Hope) & Love

As we end the year of 2023, Trust, Expectation & Love continues to play an important role in our daily lives on this Earth.  It seems even in our worst of times, as well as, our best of times; those three words exist.  Some know Trust can mean having Faith.  Others might know that Expectation yields to Hope.  Just having Love for a person or people in general means more than we can ever dream. But, did you ever imagine possessing these three things could exude super natural power?


Well, I trust that you are well or become well in 2024.  I expect nothing, but the best for you and yours. And with Love, may peace be with you all in the New Year!

There are No Big " I " s or little old " U " s, fore ALL are on the same level

On one of my now many morning walks, I looked up to see the Moon in the distance sky.  It's reflection of light off the Closest Star which is our Sun that we can watch here on Earth got me to thinking how beautiful life is; that is - if you make it regardless of your circumstances.

Because, just when 'some people' not all of them, write you off.  God, excuse me, Our God will awake you to see, yet another day.  So, just knowing that, I or you will not be without things.

There are no Big "  I  " s  or little old  " U " s, fore ALL are on the same level.  Now, I wonder where I heard that humbling saying from?
