Visiting Auburn Avenue Research Library on African Amercian Culture and History

by C. Henry Adams

Sometimes in life, the struggles that God takes us through, not only lead us on the right track, but mark indubitable occurrences that we often call miracles alone our journey.  Humbly, as I learn to submit to the Will of the Almighty, the load I carry on this path of life becomes easier.

If you ever wonder from whence you come from, wonder no more.  As an African American, I learned years ago, often times that our mere existence could be found within our heritage.

But, what is heritage?  Guess what?  Each day on this Earth, you generate heritage.  Heritage is not only a birth right, a tradition, or your own personal reservation. It is also a law.

http://www.dictionary.com/browse/heritage

Thus, how you conduct yourself in life is important to our history.  Please do not let anybody discourage or devalue you.

You are important.

Recently, I decided to visit the Auburn Avenue Research Library on African Culture and History located in downtown Atlanta, Georgia.

My reason for this visit was to become apart of this great heritage while learning from it.  I encourage you to join me.   Thanks for reading our blogs!

What is the Engine that Penetrates the Federal Acquisition System?

Monday Morning Contracting Tips

We often time ask the question “HOW” do I become successful in the Federal Government Market. The answer is simple but takes on huge responsibilities. Market Research is often referred to cavalierly as “easy” yet it is complex, nuanced, and can be extremely  powerful. If you are not prepared to take the time to do it right, be prepared to take the time to do it over and over until you do it right. This constant routine will cause you to pay more than you’re originally budget for Market Research, do it right the first time.

Market Research power lies in the fact that it is used as a means to identify a course of action, action items based upon data. If we consider Market Research is the engine that penetrate the Federal Acquisition System, then a strong and vibrant Market Research Methodology must be in place. In the federal market you can’t expect to raise to the top of success if you don’t plan properly, planning requires information, information is obtained through RESEARCH. Therefore Market Research is paramount to your success when attempting to penetrate the Federal Acquisition System.

I have often mention, if you want to be successful in the federal government space it’s important that you establish a very similar structure in your company as the government does in its organization;

Example: The shortest section of the Federal Acquisition Regulation (FAR) is FAR Part 10, “Market Research” at essentially 2.5 pages of text; however, the phrase “market research” is referred to 91 times in most recent edition of the FAR. Market Research virtually affects ALL acquisition decisions being considered. Whether the government is looking for you (Market Survey/Sources Sought/Pre-Solicitations/Request For Information)  or you are looking for the government: Market Research dictates the outcome, whether they find you or you find them, market research is used.

Understanding Change On Martin Luther King Jr. Drive In 2016

By C. Henry Adams

Many years ago, as a young man, my late father would preach to me, two things.  Ok, many things, but this will not be a lengthy discussion.

So, two things will suffice here:

1) First impressions are usually lasting impressions.
2) Know what you are getting into, before you get into it.

Starting with the latter item first, please allow me to state facts to the best of my abilities.

On the evening of Monday, August 1st 2016, I received a call at my home office from the President of my Modern Day Tribe (Kevin Heights Neighborhood) in Atlanta, Georgia.

Within that particular conversation, it was understood that an emergency meeting was called.  Whereas, it was later discovered many citizens living along Martin Luther King Jr. Drive (GA SR 139) were greatly concern with parts of engineering drawings regarding the seven point two (7.2) mile corridor or State Route mentioned above on the West side of Atlanta, Georgia.

In a sense, this particular meeting was perhaps historical by nature.  Fore, in the image above, you will find Community Leaders, City Leaders and State Leaders as well.

Fact:  President Obama signed the American Recovery and Reinvestment Act (Recovery Act) on February 17th 2009 for improvements to America's infrastructure.  Click here to read more:  http://www.fhwa.dot.gov/economicrecovery/.

Fact:  The Transportation Investment Generating Economic Recovery, or TIGER Discretionary Grant program, provides a unique opportunity for the DOT to invest in road, rail, transit and port projects that promise to achieve national objectives.  Click here to read more:  https://www.transportation.gov/tiger/about

Fact:  Reduce lanes promote slower speeds.  It is also called, "Traffic Calming".  Click here to learn more:  https://en.wikipedia.org/wiki/Traffic_calming

Fact:  The City of Atlanta, won a $10,000,000.00 USD TIGER Discretionary Grant for Martin Luther King Jr. Drive Infrastructure & Streetscape Improvements.  Click to download the PDF and read:  https://drive.google.com/file/d/0B3zMnOB0CuuBdGpqVTZpZm44aTA/view?usp=sharing

Well, needless to say those are some facts gathered.

Now, regarding number 1.   Note to self, when called to attend a meeting with representatives of the Community, City, State and Federal Government - dress, as well as, govern oneself accordingly.

Well, thoses are my thoughts, what say you?  Thanks for reading our blogs!

Successful Color Team Secrets

Monday Morning Contracting Tips

Proposal reviews are critical to writing a winning proposal and difficult to do well. Review teams must be correctly staffed, well organized, and carefully managed to help the writing team improve the proposal’s evaluation score. The color team review process does not include, step-wise, the review approach to arriving at a bid/no bid decision throughout the capture process, nor does it discuss the value or methods of performing win strategy reviews.

The proposal development process includes formal proposal and pricing reviews called color team reviews. These reviews are the most cost-effective way to improve the proposal and ensure that the proposal receives the highest possible score in evaluation. The goal of the reviews is to audit the documents for compliance, win strategies, risk factors, cost effectiveness, and overall quality of message delivery that to ensure it will resonate with the client as determined by effective capture management and customer intelligence. A successful team review process results in a persuasive proposal that:
·         A persuasive proposal that meets all RFP requirements and conveys a unified message
·         A proposal that conveys a suitable and cost-effective solution in accordance with the Statement of Work (SOW)
·         Addresses the end user’s desires as defined through market intelligence and customer discussion prior to RFP release

Color Teams
o   Purple Team: Assesses the probability of winning (Pwin) and alignment with organizational goals
o   Blue Team #1: Reviews initial capture strategy and capture plan
o   Black Hat Team: Predicts competitors’ solutions
o   Blue Team #2: Reviews updated capture plan and solution set
o   Pink Team: Reviews storyboards and mockups to confirm solution set and to validate proposal strategy
o   Green Team: Reviews cost/price solution
o   Red Team: Reviews final proposal draft—including price—to predict how the customer will score the proposal
o   Gold Team: Approves final proposal and price
o
White Team: Compiles lessons learned from capture planning through proposal development to contract award

Two Wrongs Does Not Equal Right

by C. Henry Adams

It is said,  "Good will always conquer Evil."

Yes, it is true that atrocities have occurred to many people of a particular race, religion, ethnic group, sexual orientation and income level.

But, to kill anybody, because they resemble someone else in form or fashion is wrong.

In my humble opinion, two wrongs does not equal a right.

When you do evil deeds, you get evil results.

When you divide us as a people, you destroy what good is in place to make the changes that are badly needed.

I'm not an excellent writer of the American English language.   But, at this point in my life, it is the thought of peace that I convey here.

Killing innocent people is wrong.  Killing innocent law enforcement officers are wrong too.  Neither equal the right thing to do.

Well, these are my thoughts, what say you?  Thanks for reading our blogs  #TWDNER

How to read a Federal Government RFP

Monday Morning Contracting Tips

          Phone: 404-557-0027
          Fax: 404-521-4018
          www.jegroupllc.com

The first thing to realize when reading a Federal Government RFP is that you don’t have to read the whole thing to determine if you’re going to pursue it. You do have to read it several times to ensure you understand what you’re pursuing and how you’re going to respond.

It’s easy to feel intimidated when you look at a printed copy of an RFP that’s at least an inch thick (or even much, much larger). When you realize how much of it is content you have to read vs. how much it is boilerplate that’s there because regulations say it has to be there, it’s not nearly as bad.

The format for most Government RFPs is fixed by the Federal Acquisition Regulation (FAR). The FAR mandates that Government RFPs be divided into sections A through M. Each of these sections has a certain purpose and must contain certain information. But only a few of these sections relate to what to bid and how to prepare your proposal.
Of the lettered sections, the key ones to focus on are:
•Section L. Where you’ll find the instructions for formatting, organizing, and submitting your proposal
•Section M. Where you’ll find the criteria and scoring system that will be used to determine whether your proposal wins.
•Section C. This is where they say what it is they want you to propose (often called the "Statement of Work").
•Section B. This is where they tell you how to format your pricing.
•And sometimes, Section J. Sometimes they hide important stuff (like the Statement of Work) in Section J, attachments.

This doesn’t mean that the other sections are not necessary. Some may have things that you must respond to, like Section K, where they put the “Certifications and Representations” (Where you may have to “Certify” or “Represent” things like whether you are a U.S. firm, a minority firm, that you haven’t defaulted on previous contracts, etc.). But the others are part of the legal form or contract boilerplate, and you won’t have to read them the same way you will the Statement of Work and Evaluation Criteria.

The best approach to reading a Government RFP isn’t necessary to read it sequentially from start to finish the way you would a book. Instead, first look at Section A (usually the cover page). In a box on this page is the due date. Now you know how much time you have to prepare your response. Next jump to Section L and focus on how they want the proposal organized. Whether you think it makes sense or not, you absolutely must follow their outline. Then go to Section M and find out how you will be graded and what they think is important. Now go back to Section C and find out what you have to propose doing or supplying. To really understand how and what to offer, you'll also need to look at Section B, so you can see whether they want it priced by the hour, in fixed price units, or some other way.

Keep in mind that how you present the proposal will be bound by the instructions in Section L and how you will be graded is in Section M.

Observing the US Federal Reserve Board and the Bank of England

by C. Henry Adams

As result of the current economy, BIE Companies & Colleagues have decided to monitor the decisions of the US Federal Reserve Board to learn better insights on how to conduct business in the United States of America.

When the BREXIT vote by the Citizens of the United Kingdom revealed 52% decision to leave the European Union, the Bank of England became an interest of our review as well.

Therefore, from time to time, you will find post of press release from both said parties on our Social Media feeds.

When Facing Law Enforcement

by C. Henry Adams

Having the opportunity to live as a Civilian and once a Law Enforcement Officer in my lifetime, I've gain insight into how dangerous it is to be in both positions.

Therefore, I will try to define or identify valid points moving forward:

Number 1,   being mostly of African American Descent and Male; I'm concern and aware of how I should carry myself daily when walking, running, riding, driving or fly(ing) anywhere in a City, County, State, Country or most definitely the World.

Therefore, to ease my concerns, I turn them over to God Almighty.

Number 2,   I will not justify any cause of death, period; to any person, animal or creature.

Number 3,  ' law ' is define as
a system of rules that are enforced through social institutions to govern behavior

Note:  There are many interpretations of laws.   There are instances where certain individuals, groups or even companies with status ( money, political power, a higher level of influence. )  have the ability to maneuver through and around Laws of a particular land.

Number 4,  law enforcers are bodies of government employees trained in methods of law enforcement, crime prevention while detection, then authorized to maintain the peace, safety, order of a particular community.

Number 5,  when driving a vehicle or even riding with someone else operating a vehicle; it is wise to check (observe) the vehicle before riding off in it.

Granted that if you are a passenger in a vehicle that you do not own or maintain, you may not know the circumstances regarding the driver or the vehicle being operated.

Number 6,  carry your legal state sponsored, issued and valid identification with you at all times.  Before being approach by Law Enforcement, slowly and carefully gather those documents while in a well lighted area whether in a vehicle or outside environment to offer to the Officer or Officers for review.

Why offer your legal identification to the Officer first before they ask?  To show compliance.

Number 7,  understand the situation well when encountered by law enforcement.  This means something likely is of a concern, so cooperate.

Why cooperate?  Because, regardless of the current situation, it is now important to live to see another day.

Well, these are my thoughts.  What say you?

Observing The United Kingdom Vote To Split From The European Union

By C. Henry Adams

It is understood that whatever happens in Europe, Africa, Asia or Australia, as well as, the other three continents not mentioned; could very likely have an affect on us in the USA.

Whereas, when
17,410,742  Citizens of the United Kingdom voted to leave the European Union
, the implications of their decision will now be felt here in the United States in some form or fashion.

I'm personally not in the business of speculation, but instead observation when it comes to our economy.

I would recommend to my clients and colleagues alike to pay close attention in the coming hours of these developments.

Note:  The process of the UK leaving the EU may take years, but observing the markets now is important.

A Father's Words of Wisdom: The Fifth Plan Strategy

by C. Henry Adams

Sunday, June 19th 2016 served as ' Father's Day ' here in the United States of America to the best of my knowledge.

Unfortunately, I didn't get a chance to go on the annual fishing trip with my Church this past weekend.  I'm not sure if they had it, but I sincerely hope the Men did go fishing.

Alright, enough about me.  My late Father whom I am grateful for knowing and often write about, instill in me 'Words of Wisdom'.

Nevertheless, he stated,  "C., when you plan....    Have a Plan A,  Plan B,  Plan C, and Plan D.  Oh, and don't forget the 5th Plan.  A matter-of- fact, what do you think is your 5th Plan?"

Needless to say, I was stumped (confused regarding the statement or lecture that quickly became a posing question.)

I stated, " I don't know..."

My late Father said, "  Well, when Plan A does not work, goto Plan B.  When, Plan B does not work, goto Plan C.  When, Plan C appears to not quite work as well, goto Plan D.

Alright, when you just about had it with all the planning, because they do not give the desired results sought, this is what you do...

Take out everything that did work from each of the plans to get the 5th Plan and you will likely be successful."

Thus, the 5th Plan Strategy.

As a result of listening to him; I can confirm that his wisdom for planning worked in my personal and professional life when applying the aforementioned actions.

Well, these are my thoughts, what say you?  Thank you for reading our blogs.

Thanks!

Lowest Price Technically Acceptable (LPTA)

Monday Morning Contracting Tips

          Fax: 404-521-4018

The Challenge of Applying the Lowest Price Technically Acceptable (LPTA) Process to the Procurement of Complex Services

When the Government used LPTA, they should be required to define Technically Acceptable to ensure needed quality: Industry has expressed concerns about the use of Lowest Price, Technically Acceptable ("LPTA") selection criteria that essentially default to the lowest price bidder, independent of quality. Where LPTA is used, the Department needs to define TA appropriately to ensure adequate quality.

Government are moving to increased reliance on the Lowest Price Technically Acceptable (LPTA) source selection method. 1 Under defined circumstances, the LPTA process can control costs and result in best value for the Government. But the LPTA process, which can eliminate agency discretion to value technical and other non-cost superiority, is not appropriate for all acquisitions. Within the context of professional services, even under the best of circumstances, the LPTA method creates risks that need to be mitigated by a precisely drafted solicitation and a technically rigorous, carefully managed proposal evaluation process.

Many Contractor’s would recommend that solicitations for complex professional services avoid using the LPTA source selection process. Such solicitations should instead adopt a classic best-value/cost-technical trade-off approach to afford the Government flexibility to value technical superiority relative to potential cost savings.

Many of the government proposal evaluators are pushing back on the use of lowest price, technically acceptable (LPTA) evaluation criteria—and for good reason. They are now learning that this evaluation criteria can limit their ability to exercise reasonable judgment in the evaluation process and may result in contracts awarded to companies that are clearly inferior and have less qualified offerings compared to others in the competition.

Here are two instances where the use of LPTA evaluation criteria backfired on the government decision-makers:
1.   Superior value versus price
2.   Past performance and performance risk

Experience East Point Multicultural Festival An ISO 20121

by C. Henry Adams

In October of 2015,  an idea to create a multicultural festival began when two business men and one City Councilman of East Point, Georgia toke a walking tour through the East Point Commons; a green space set for future development.

Basically, the concept was to draw more attention to this particular City and its diverse Cultures living in North Georgia. The special event would consist of a three day Family Occurrence located in downtown East Point, Georgia  on Labor Day weekend.

The function would be design to help draw attention to local restaurants, stores, beauty parlors, barber shops and civic organizations. Furthermore,  it would introduce 'Live' Music, Food, Arts and Merchandise for sale in the East Point Commons, as well as, the Buggy Works areas.

The entry to this festival would be free of charge, but  for certain performances on any of the three stages in existence, may require an admission fee.

Several companies got together and eventually pitch this idea to 'East Point Business and Industrial Development Authority', as well as, private land owners who all own a large portion of the East Point Commons.

The simple concept is a WIN-WIN scenario for all involved, if properly implemented.

Why?  Well, it would re-introduce the City of East Point, Georgia to the World.  It would drive people and commerce into the area while broadening the minds of individuals about various cultures.

It is one thing to dream up an idea and it is quite another thing to make it a reality.

In doing so, planning properly is a big key.  But, a plan without actions, checks, balances and a continual flow will not likely work well.

Thus, ISO 20121 or sustainable events planning - business model, became the International Standard for the development of this festival.

If you would like to sponsor this special event, please click here:

Stay tune for more information about this occasion as it evolves.

West Atlanta, the TSPLOST & MARTA Transportation Referendum

Corner of  Linkwood Rd & Tribble Lane (No Sidewalk Visible)

By C. Henry Adams

June 6th 2016  8:15 pm EST

Tonight, located at the Center for Civic Innovation - 115 Martin Luther King Jr Drive SW Atlanta, GA 30303 on the 3rd Floor;  a meeting occurred that I and many others did not get a chance to participate in due to one thing or another.

This meeting was likely a Community Information Meeting, whereas, a Group of People would learn about upcoming legislation.  Perhaps, they discuss placing a general vote on the ballot in the Fall of 2016 to fix our roads, non-existing sidewalks, as well as, other badly needed infrastructure within the corridor of Martin Luther King Jr Drive.

Here is a link regarding the discussion mentioned above:  http://beltline.org/2016/06/03/info-on-marta-and-tsplost-ballot-measures/

Now, if the link does not work after a certain period of time has passed; here are two PDF - Question and Answer documents to download, whereas, one is regarding the TSPLOST and the other - MARTA Transportation Referendum.

1) TSPLOST:  https://drive.google.com/file/d/0B3zMnOB0CuuBNGd3a1lYdmROYmc/view?usp=sharing

2)  MARTA Transportation Referendum:  https://drive.google.com/file/d/0B3zMnOB0CuuBWEVNTWVob0JWcXM/view?usp=sharing

West Atlanta, particularly Neighbors living near the point sixty-fifth 0.65 of a mile passage called, "Linkwood Road".  It is important to vote in favor of the TSPLOST and call your local City Council Person to get a sidewalk extending from Collier Drive on Linkwood Road to Martin Luther King Jr. Drive.

This short distance has been a concern since at least 1964 (Over 50 years ago),  when the Linkwood Bridge was built to cross I-20.

Leading A Horse To Water Is Not Just A Metaphor, It's A Reality

by C. Henry Adams

Today is a great day.  Why?  Despite of our circumstances, we've lived to experience another day.

Disclaimer: Incidentally, we found the above image on the Internet to express a point. We do not own the above image and it is not our intent to sell it, but merely to share it.

What do you interpret from the image shown above?  Well, I see a person trying to lead a horse to water, possibly to drink and it resist. Hidden in the ' Title 'of this blog and the blog itself is a double metaphor.

First, as a person - I'm an optimistic thinker and second, a realist or someone who accepts reality.

As a business person, I try to find a positive solution in everything we tend to perform.  While being very aware of the reality of the situation at hand.

Fore, it is your WILL to live and prosper that help change the outcome of negatively perceived circumstances.

Is this having hope, as well as, faith while being strong through adversity?  In my professional opinion, YES.

So, should I stop trying to lead horses to water to drink?   My answer is NO.

In other words, as a blogger, I should not stop working to bring forth a better financial outlook for clients.

Disclaimer: It is not my intent to be arrogant or disrespectful.

Well, these are my thoughts, what say you?  Thanks for reading our blogs.

Listeria Monocytogenes Concerns

by C. Henry Adams

Listeria Monocytogenes is a bacterium that grows without certain nutritional supplements, AKA a Nonfastidious bacteria.  It can be found in foods that we eat, particularly Sun Flower Seeds, soil and sewage to name a few.

Since April 23rd 2016, we have been observing a number of Food Recalls on the FDA and posting them in Social Media ( From the likes of Facebook to Twitter, to Linkedin and Next Door.)

See a list of FDA recalls below:

1) April 23rd 2016   CRF Frozen Foods Recalls Frozen Vegetables Due to Possible Health Risk
    http://www.fda.gov/Safety/Recalls/ucm497297.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

2) May 9th 2016     Kroger Recalls Broccoli Raisin Salad After Supplier Listeria Concern
    http://www.fda.gov/Safety/Recalls/ucm499961.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

3) May 10th 2016    Kroger Recalls Simple Truth Organic Frozen Mix Vegetables after Supplier Listeria Concern    http://www.fda.gov/Safety/Recalls/ucm500271.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

4) May 13th 2016    Dr. Praeger's Sensible Foods, Inc. Announces Voluntary Recall of Various Dr. Praeger's and Ungar's Products Related to CRF Frozen Vegetable Recall for Possible Health Risk     http://www.fda.gov/Safety/Recalls/ucm501243.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

5)  May 16th 2016    The Quaker Oats Company Issues Voluntary Recall of Quaker Quinoa Granola Bars Due to Possible Health Risk      http://www.fda.gov/Safety/Recalls/ucm501248.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

6)  May 21st 2016   Papa John's Salad and Produce Recalls Oriental Salad with Sesame Ginger Dressing Due to Possible Listeria monocytogenes Contamination     http://www.fda.gov/Safety/Recalls/ucm502537.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

7)  May 23rd 2016   First Source Recalls "Various Products Containing Sunflower Kernels Received From Our Supplier Sunopta" Because of Possible Health Risk    http://www.fda.gov/Safety/Recalls/ucm502736.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

8)  May 24th 2016    E S Foods Recalls Meal Breaks Containing Sunflower Seeds Because of Possible Health Risk    http://www.fda.gov/Safety/Recalls/ucm503034.htm?source=govdelivery&utm_medium=email&utm_source=govdelivery

Because, Listeria Monocytogenes is associated with listeriosis and could cause meningitis; this is no joking matter.

Possible Problem Solver:

Practice rinsing and cleaning Fruits and Vegetables off in clean water before eating.

Regarding Sun Flower Seeds, try pouring them in a bowl of clean water; let sat for 15 minutes; then drain them slowly in a strainer.  Allow them to air dry.  Heat them at 200 degrees F in a stove for 15 minutes; this could help kill the type of bacteria mentioned above,  if any is present.

Well, these are my thoughts, what say you?  Thanks for reading our blogs!

According to the SBA, its annual Scorecard is an assessment tool to:

2) provide accurate and transparent contracting data, and

3) report agency-specific progress.
Every year, the SBA works with each agency to set their prime and subcontracting goals and their grades are based on the agreed upon goals.  Each federal agency has a different small business contracting goal, determined annually in consultation with SBA.  SBA ensures that the sum total of all of the goals exceeds the 23 percent target established by law.
The individual agency scorecards released by SBA, as well as a detailed explanation of the scorecard methodology, is available online at:  https://www.sba.gov/contracting/finding-government-customers/see-agency-small-business-scorecards.
Since SBA started the current small business procurement scorecard methodology in FY 2009, six agencies have received a grade of “A+” or “A” seven fiscal years in a row (FY 2009 through FY 2015):  the Departments of Agriculture, Homeland Security, Interior, Labor, Transportation, and the Environmental Protection Agency.
The overall federal small business prime contracting performance released on April 28, 2016 by the SBA, as well as a detailed explanation of the calculations, is available online at http://go.usa.gov/Nxxd.

Rest In Peace SHA-1 There Comes A Time For SHA-2

by C. Henry Adams

In Life on the Internet,  like anything else, this (SHA-1) too, shall pass away.   In telecommunications, the Internet, advance technology; what is new today, could be possibly gone tomorrow.  This is a truth that I dare not deny.

Thus, the discussion here is cyber security related.  If the writing is on the wall or should I state in the blogs (LOL), perhaps, we should all listen.

Let's see, it has been written on  September 14th 2014 in Mozilla or farther back in 2005 by Schneier that SHA-1 was a cyber security risk.  Later in the years following, it would begin to be considered phased out as stated in a Mozilla Blog article.

But, if  you aren't a fan of the Firefox Internet Browser, maybe that news did not pertain to you.

Well, how about in November 4th 2015; that ought to have gotten your attention when Microsoft said it would what?  Depreciate or block SHA-1 signed TLS certificates from Windows.

Huh!  What!?  You don't utilize Firefox Internet Browser or Windows Operating Systems?

Well, what say you about Chrome and Google?  Especially when Google states, "Chrome does not treat SHA-1 certificates as secure anymore," on December 18th 2015?

Are you wondering now what the heck is a SHA-1 (or) SHA-2 and how in the Internet World will it involve you?   Ok cool.  Let's learn a little history about encryption.  Why?  Well, in order to know where you are going in life on the Internet, maybe,  it would be good to know where you come from...

SHA-1 was created by the NSA (US National Security Agency) in 1995.  Sorry, we don't have any links to share, but please feel free to research SHA-1.   Basically, it is a cryptographic hash function; in layman terms, I would state, " a mathematical way to scramble communications".  SHA stands for Secure Hash Algorithm.

Well, there is an old saying that does not exactly go like this,  " If one person can build an object of desire and usefulness,  a Knucklehead can figure out a way to come and completely tear it down. So, before he or she do,  anticipate this action and build many more. "

Thus SHA-2 and SHA-3.   So, I'm guessing you would like to know the purpose of a SHA.

Well, a SHA has (4) properties:

The ideal cryptographic hash function premises:
  • compute a value for any given message
  • generate a message
  • make a small change to a message
  • create more different messages to communicate
Anyway, it looks like SHA-1 was just not working securely, so they decided to retire it.  In fact, 2017 appears to be an important year, if not sooner (July 1st 2016) for the change over.

I can hear someone saying, " What change over!? "   To best answer that question, a SHA-2 signed TLS (Transport Layer Security) certificate would be ideal now to utilize within web development when communicating money transactions, personal information (healthcare information related) , as well as, many other aspects on Today's Internet.

Well, those of my thoughts, what say you?  Thanks for reading our blogs.

The Small Business Government Contracting “Past Performance” Challenge

Monday Morning Contracting Tips

Dannie E. James
djames@jegroupllc.com

As a small business begins the proposal submission process to federal government agencies or to prime contractors the past performance challenge is a major challenge. By definition a start-up company in government contracting has no direct government agency past performance projects to site in meeting the requirement in requests for proposals (RFP’s) for historical references to similar projects in terms of size, duration and complexity.

Past performance data must be specific to the enterprise bidding a contract. Many companies attempt to site historical references to performance of individuals now in the company when they were with other firms, achievements by predecessor companies or successful projects that the current company did not perform as its current entity. Some federal agencies identified this reference as "Fronting" a new enterprise with misleading information about the Company’s past performance.

So how can a new organization or one that is new to government contracting muster a response to the past performance challenge?

The answer lies in historical projects that may be similar in the commercial arena and a high quality proposal that clearly demonstrates an understanding of the requirement at hand, a unique and cost effective project plan and high performing personnel and/or products tailored to the statement of work to offset an interim, light past performance record.

A past performance reference sheet usually accompanies an agency RFP. It normally requires the bidder to fill it out with references to historical projects the company has performed and the contact points for confirmation. The government may request these forms in advance of the main body of the proposal to allow enough time to send them to the references. The past performance form is sent by the government to the references and you never see the result. The input goes directly from your past performance references back to the government.

Many small businesses work through prime contractors to "Grow" past performance history (subcontracts count). By teaming with a sizable firm a small entity can relate its participation to larger projects and ultimately graduate to a good library of references, carefully maintained and kept as a living, growing data base of good customer service records that can be sited again and again in proposals.

It is wise to keep customer perceptions of your professionalism and products or services alive by constant vigilance, visits, surveys and other feedback mechanisms so that you are not surprised at a proposal debriefing when you find that a client you thought rated you highly did not.

The major services maintain past performance records by contract that you can access. Inquire with them as to a membership at the appropriate web site and review them regularly. The GSA utilizes service companies to rate contractors. You can get your rating by inquiring with them, much like a credit rating, except pertinent to cost, schedule and technical performance. Monitor your D&B report. It is always out there for prime contractor and government assessment of your financial health, your vendor payment history, your organization profile and your rating.

Insure your web site, your capability statement and your marketing plans are maintained current alive and dynamically reflective of your successes as you pursue new business and carefully develop your library of past performance record by project with accessible profiles to use in your government proposals.

Are Cities and Utilities Benefiting From Social Media?

by C. Henry Adams

Are Cities and Utilities Benefiting from the "likes" of Social Media?  Really!?  Are they?  My answer would be "yes".  Why?

Well, with the realization of Cell Phones, excuse me; Smartphones coming with Internet, Text Message and Voice mail capabilities.

Not to mention the fact, you can dial the number and speak with the person; it is one of the official, effective Forms of Communications in Today's Society.

Don't be fool or scam.  I've seen and witness individuals , old as 90 years and young as 4 years, utilizing the aforementioned device or IoT (Internet of Things).

You too have witness it, likely if you are reading this blog.

So, what's the point.   Well, if you live in Atlanta, Georgia, perhaps adding your smartphone number to NotifyATL  ( https://member.everbridge.net/index/3091830992273427#/signup ) is not a bad idea.

Also, you can find Atlanta Watershed Management (drinking water), on Twitter - @ATLWatershed

Regarding traffic notices, the Georgia Department of Transportation notifications ( http://www.511ga.org/cp511 ) is a good idea as well.

OK, OK, that's not a Utility, but Georgia Power Alerts are here: ( https://customerservice.southerncompany.com/Account/PreferenceCenter.aspx?nav=outage#outagealerts )

@GeorgiaPower on Twitter

So, what did we forget?  I  know, Natural Gas Alerts or Emergencies , right!?

Well, the Natural Gas Market has multiple companies to choose from in Georgia, whereas, the main company (Atlanta Gas Light) technically turns on or off the natural gas.

Nonetheless, this would also include responding to gas leak emergencies, but they do not have text message alerts established.

However, you can call Atlanta Gas Light 24-hour emergency response line at 877.427.4321.

Furthermore, you can find Atlanta Gas Light on Twitter:

I can hear somebody living in Atlanta, Ga saying, " But I use Scana! ".  Yet, I hear another person living in Atlanta, Georgia saying, " I utilize Gas South! "  Still, another person yells,  " I use Georgia Natural Gas!"

My reply:  If you mess around and don't pay your natural gas bill; guess who turns the gas off for either of the aforementioned companies in Atlanta, Ga?

Answer:  AGL or Atlanta Gas Light, now owned by the Southern Company who owns Georgia Power.

So, that Internet is not all bad afterall, huh!?  LOL   Well, these are my thoughts.  What say you?
